Delegation

Pursuant to Section 377 of the Local Government Act (1993), Council, in performing its functions, can either exercise these directly or by delegation to other groups. As part of its overall management, Council delegates a number of tasks to the General Manager to ensure the efficient day to day management of Council.

Additionally, in accordance with Section 378 of the Act, the General Manager may delegate any of the functions of the General Manager, other than this power of delegation.

Section 380 of the Local Government Act states that the Register of Delegations is required to be reviewed during the first 12 months of each term of office. Additionally, it is Council policy that a review of delegations occurs every 12 months.

There will be times, however, when the delegations register will require revision. This will be when:

  • The powers granted to the General Manager are changed for any reason.
  • The General Manager determines that a new delegation needs to be made or an existing delegation amended.
  • A staff member with delegations resigns and someone new is appointed to the position. Note name change only.
  • A position or department undergoes a name change, or has its responsibilities revised.
