To prepare the strategy, Council will consider demographic factors, the supply and demand for housing, local land use opportunities and constraints, and other factors.
The DPIE recommends that Council takes the following steps to develop a Local Housing Strategy:
Establish the background and context, and analyse the evidence base including:
- housing supply gaps
- specific needs
- specific development capacity
Establish the vision (Community and stakeholder engagement phase)
Identify objectives (Community and stakeholder engagement phase)
Consider land use planning options and other implementation mechanisms
Evaluate and select a delivery option
Prepare implementation and delivery plan
Exhibit draft Strategy (Community and stakeholder engagement)
Council and DPIE approve strategy
Monitor, report and review implementation.
