Local Housing Strategy

The Kiama Local Housing Strategy is Council’s 20-year plan to guide where and how housing grows across our municipality ensuring development is sustainable, well-serviced, and reflects Kiama’s unique character.

Importantly, the Strategy does not approve developments or rezoning. It identifies areas that may be suitable for future housing, helping Council and the community plan proactively and responsibly.

It provides a framework for how we can accommodate growth to meet our housing supply targets and ensure sustainable and responsive delivery of housing, including a range of dwelling types, land uses and certainty on infrastructure provision.

Why do we need a housing strategy?

Without a clear framework, development could occur in an ad-hoc manner and decisions could be made outside our community. This Strategy helps maintain local control and ensures infrastructure like schools, roads, transport and services is considered before homes are built.

 

Where will new housing go?

Some housing will be delivered through infill development near town centres. Other areas, such as Bombo Quarry, are identified as potential greenfield ‘urban release areas’, but only if they meet strict planning principles.

Infrastructure planning is a key part of the Strategy. It supports Council’s work with agencies like Sydney Water, Transport for NSW and Schools NSW to coordinate services and investment.

The Strategy also promotes more affordable and diverse housing options, especially near shops and transport. It protects what the community has said matters most like our natural landscapes, heritage areas, and open spaces.

 

What were the key considerations?

There were a number of important key considerations when developing this Local Housing Strategy for Kiama. They included ensuring:

  • Sufficient and well-located housing supply
  • Diversity of housing options
  • Infrastructure is provided to support population growth and vice versa
  • Our centres and villages thrive.

The Strategy also includes a vision, information about the Kiama LGA and our community, a housing supply and demand analysis, land use opportunities and constraints, as well as place-based opportunities and actions. 

 

How will the strategy be implemented?

The South Kiama Urban Release Area is an example of a greenfield site where Council is focussed on ensuring good planning outcomes.
This site has been rezoned, a site-specific Development Control Plan prepared, a Planning Agreement negotiated to ensure infrastructure is provided, and the Stage 1 Development Application has been lodged.

What's next?

The Strategy was endorsed by Council on 15 July 2025, following extensive community consultation and collaboration with state agencies.

The Strategy includes a detailed Implementation Plan to ensure an appropriate pipeline of housing supply now and into the future.

Housing diversification initiatives

Kiama Town Centre

A comprehensive review of the planning controls that apply to the Kiama Town Centre was completed in 2023 and can be viewed here.

 

Shoalhaven Street

The Kiama Depot (Shoalhaven Street Precinct) is subject to a NSW Government rezoning proposal that aims to rezone the site from industrial to residential.

Key features of the draft proposal include: 

  • approximately 450 new homes, including 10% dedicated to affordable housing
  • building heights between 6 and 8 storeys
  • approximately 600 parking spaces for residents and visitors
  • opportunities to improve active transport options, such as walking and cycling.

The public exhibition period has now ended, and the NSW Government is considering submissions before finalising the proposal in 2026.

Gerringong

The Gerringong Town Centre Review is an action in the Kiama Local Strategic Planning Statement as a future action, and is expected to commence in 2027/28.

 

Infill development

The LHS includes actions to review the existing planning controls with a view to increasing dwelling density and diversity across the LGA.

Council currently levies all local infrastructure contributions under a Section 7.12 Contributions Plan.
