South Kiama Urban Release Area
Project Overview

The South Kiama Urban Release Area is located to the west of the M1 Princes Highway and borders Saddleback Mountain Road to the north and Weir Street to the south.
The site is approximately 40 hectares in land area and will accommodate approximately 380 residential lots, open space, environmental conservation, stormwater management and associated infrastructure.
Planning Agreement
The Stage 1 DA was accompanied by a Letter of Offer to enter into a Planning Agreement for the whole of the Urban Release Area. Council and the Developer entered into the agreement on 5 December 2025. Through the agreement the Developer will provide local infrastructure contributions including land works and monetary contributions to ensure the infrastructure needs of the proposed development are delivered. Stage 1 Subdivision Development Application
Council’s planning team has completed assessment of the Stage 1 subdivision DA, which includes:
- 81 residential allotments
- Delivery of a local park
- Regeneration of the riparian corridor
- Upgrading a section of Saddleback Road
- More than $340,000 in monetary contributions to Council
The DA has been assessed against the site-specific Development Control Plan (DCP) endorsed in February 2025 and was approved at Council’s 16 December 2025 meeting.
Conservation Management Plan
A Conservation Management Plan (CMP) has also been prepared to protect and manage heritage items within the site, including Kendalls Historic Cemetery and the Walls of Barroul (dry stone walls). Council endorsed this plan at our 16 December 2025 Ordinary meeting, ensuring heritage conservation throughout development and beyond.

Planning Proposal - Urban Release Area Clause
Planning Proposal PP-2024-2097 introduced additional clauses into the Kiama Local Environmental Plan (LEP) 2011 to enable development within Urban Release Areas to occur as intended, by permitting residue lots to be created that are less than the otherwise required minimum lot size. The PP was finalised in July 2025.

Development Control Plan (DCP)
There is a site specific DCP Chapter for the South Kiama Urban Release Area - Chapter 12.11.
The DCP establishes site specific controls to guide future development on the site for both subdivision and dwelling constructions.

Planning Proposal – land rezoning
The South Kiama Urban Release Area was rezoned for urban development and environmental conservation by the then NSW Minister for Planning and Homes in 2021.
