To voluntarily surrender a Development Consent you need to submit an application through the NSW Planning Portal.
Below is a link to their Support hub. If you search for ‘Surrender’ in the Search bar, the search will return a link to a PDF version of a step-by-step guide on how to apply to voluntarily surrender a development consent.

Once the application is received by Council, it will be assigned to a Development Assessment Officer for assessment. The outcome of the assessment will be advised through the NSW Planning Portal.
