Blue Haven Bonaira - sale by selective tender

The Blue Haven Bonaira site is Lot 2 DP 1215276, 14A Bonaira Street, Kiama.

The site comprises:

  • Blue Haven Bonaira 134-bed Residential Aged Care Facility
  • 59 Independent Living Units (ILUs)
  • Matterson Hall
  • Barroul House café
  • Chapel, gym and hair salon
  • Administration offices for Blue Haven Home Care Services and Blue Haven Transport

The land is zoned low density residential. At Council's Ordinary meeting 20 June 2023, elected Councillors voted to reclassify the land from community to operational. 

The reclassification of the land means Council can proceed with the divestment of Blue Haven Bonaira, as it resolved to do in October 2022 and confirmed at its extraordinary meeting on February 28, 2023.

Council has already said that any sale must be to an approved Aged Care Provider. Further, in the clear acknowledgement of its intention that the operations continue, it has stated the provider needs to operate under the Aged Care Act and Retirement Villages Act.  

 

EOI to tender 

Kiama Council has resolved to proceed to open selective tender for the sale of the above landholdings and facilities located at 14A Bonaira Street, Kiama. 

We have sought Expressions of Interest (EOI) for interested parties to tender for purchase of the land.

The EOI was open from 18 August 2023 to 12 September 2023.

StewartBrown Advisory have been appointed by Council as marketing agent for sale process.

EOIs were submitted via Council’s e-Tendering portal - TenderLink.

Now the EOI has closed, the panel has selected a shortlist of tenderers.

Invitation to tender for purchase of Blue Haven Bonaira (selective tender)

This will be a selective tender Invitation under s166(b) of the Local Government Regulation 2021.

Details of the submission requirements and assessment criteria for selective tendering will be made available to the shortlisted tenderers by direct invitation. The tender will be determined by the full Council as soon as practicable after the evaluation and assessment process. 

The shortlist of selected tenderers was invited to tender for the purchase of Blue Haven Bonaira on 8 November and this process closed 19 December 2023.

Results of selective tender

In an Extraordinary Meeting of Kiama Council on 1 February 2024, the divestment process for Blue Haven Bonaira took another step forward. 

Council resolved to decline all tenders and enter direct negotiations with the preferred tenderer.

This process will take five (5) weeks and any draft contract arising from the negotiation with the preferred tenderer will be returned to Council for resolution prior to contract execution.

Further, Council resolved not to include the Community Transport component in the main tender, due to Transport for NSW providing its own preferred tenderers for this portion of the business. The CEO was given delegated authority to directly negotiate on community transport with the specified tenderers.
